No student shall be excluded from, denied the benefits of, or be subject to discrimination in academic instruction, non-academic services, extracurricular activities, and other services provided by the school district because of the impact of their disability.
Any staff, student, parent/guardian, or patron (or parent/guardian on behalf of a minor child) who
